SpaceX Files for a Million-Satellite AI Data Center in Orbit — Amazon Is Trying to Stop It

A January FCC filing reveals SpaceX's most ambitious bet yet: replacing terrestrial cloud infrastructure with a constellation 90 times larger than anything in orbit today.

SpaceX has asked federal regulators to authorize a constellation of up to one million satellites — not for internet service, but to run artificial intelligence workloads from orbit. The filing, submitted to the Federal Communications Commission on January 30, 2026, and reported by SpaceNews, would make the proposed network roughly 90 times larger than any constellation seriously considered before. Amazon has already moved to kill it.

The application envisions satellites operating between 500 and 2,000 kilometers altitude, each bristling with AI chips, large solar arrays, thermal radiators, and laser links to neighboring spacecraft and to existing Starlink satellites below. According to the FCC filing cited by SpaceNews, satellites in higher sun-synchronous orbits would remain in sunlight more than 99 percent of the time, powering continuous compute loads, while lower-inclination satellites would absorb demand spikes.

The pitch rests on two physical advantages Earth cannot match: near-constant solar energy and the natural cold of deep space as a heat sink. Terrestrial data centers burn enormous amounts of grid power and require water-intensive cooling — two pressure points that have made them targets of community opposition and regulatory scrutiny. SpaceX argues that moving compute to orbit sidesteps both problems entirely, according to its filing.

In a video posted June 8 on X, CEO Elon Musk described each AI satellite generating 150 kilowatts of power at peak and 120 kilowatts continuously, with 'racks of compute' connecting via laser links, according to Space.com. Musk said much of the required technology already exists in the next-generation Starlink V3 satellite design. 'We don't think this is a super-hard problem, compared to things we already do,' he said, per Space.com.

The project is inseparable from SpaceX's February 2, 2026, merger with xAI, Musk's AI company, according to SatNews. That vertical integration — combining Starship as the launch vehicle, Starlink as the data relay backbone, and xAI as the compute tenant — is the core of what SpaceX is now selling to investors ahead of an IPO that Space.com reports is expected to list shares at $135 apiece for a valuation exceeding $1.75 trillion.

Amazon objected in early March 2026, urging the FCC to reject the application as 'speculative' and an attempt to warehouse orbital slots and block competitors, according to SatNews. The objection lands with some irony: Amazon's own Project Kuiper — rebranded Amazon Leo — is itself racing a hard FCC deadline. Under its license, Amazon must have half of its 3,236-satellite constellation in orbit by July 2026 or risk losing the spectrum rights that make the whole system viable, SatNews reports.

That deadline is precisely why Amazon ended up paying its fiercest rival to launch its satellites. With development delays plaguing its contracted providers — ULA's Vulcan, Arianespace's Ariane 6, and Blue Origin's New Glenn — Amazon signed a deal for three Falcon 9 missions. Two flew in July and August 2025; the third completed in October 2025, according to SatNews. A pension fund, the Cleveland Bakers and Teamsters Pension Fund, had sued Amazon for not including SpaceX in its original launch bids, arguing the personal rivalry between Jeff Bezos and Musk was costing shareholders, SatNews reports. The lawsuit intensified pressure that preceded the contract announcement.

Now Amazon finds itself in the position of having helped its rival reach orbit on schedule — while simultaneously asking the FCC to deny that rival's most expansive ambition yet. The dynamic illustrates how thoroughly the competitive landscape has shifted: SpaceX is no longer simply fighting Amazon for broadband subscribers. It is positioning itself against Amazon Web Services, Microsoft Azure, and Google Cloud for the future of AI infrastructure, according to SatNews.

Several significant hurdles remain before any of this leaves the drawing board. The FCC filing contained no satellite mass, no deployment schedule, and no cost estimate, SpaceNews noted. SpaceX also requested a waiver of the FCC's standard milestone requirements — which normally mandate half a constellation be deployed within six years — arguing the rules are unnecessary because it would use Ka-band spectrum on a non-interference basis. Whether regulators accept that logic is an open question. Scientists have separately warned of environmental risks from the atmospheric pollution generated when large numbers of satellites reenter and vaporize, according to NBC News.

On the production side, SpaceX has referenced plans for an AI-satellite manufacturing facility that could begin operating at scale by the end of next year, according to Space.com. Musk said in the June video that the company expects to launch such a facility. SpaceX is the only operator with experience running a constellation at anything approaching this scale — Starlink currently has more than 10,000 operational satellites — but a million is a category of its own.

For context on the scale: China filed ITU plans in late December 2025 for two constellations totaling nearly 200,000 satellites. Rwanda filed plans exceeding 300,000 in 2021, linked to startup E-Space, which no longer appears to be pursuing the system. SpaceX's proposal would exceed both combined, according to SpaceNews.
