Xi Jinping arrives in Washington for first China state visit in over a decade

President Donald Trump will break with his own custom next Wednesday and drive to Joint Base Andrews to meet Chinese President Xi Jinping on the tarmac — a signal, before a single word of negotiation, of how much weight Washington is placing on Xi's first state visit to the United States in more than a decade.

The White House released the full itinerary for the visit, laying out a two-day program — September 24 and 25 — built around the two couples as much as the two governments. Senior administration officials described it to reporters as a diplomatic occasion with hard bargaining underneath: trade tariffs, artificial intelligence, rare earth minerals, fentanyl, and Americans detained in China are all on the agenda.

The centerpiece is Thursday, September 24. At an indoor arrival ceremony on the State Floor of the White House, Xi and his wife Peng Liyuan will be received by Trump and first lady Melania Trump, after which a troop review will take place in the Rose Garden. The two presidents will then hold closed-door talks while Melania Trump and Peng attend a separate engagement — details of which were not released.

That evening, the East Room becomes the setting for a state dinner that Trump has already declared oversubscribed. Among those on the guest list, the White House confirmed, are Amazon founder Jeff Bezos, Tesla and SpaceX chief Elon Musk, Google's Sundar Pichai, Dell Technologies CEO Michael Dell, Nvidia's Jensen Huang, OpenAI's Sam Altman, Citigroup CEO Jane Fraser, and Tim Cook, who recently stepped down as Apple's CEO. Trump noted, with apparent regret, that a 1,000-person ballroom he is adding to the White House remains under construction and could not be used for the occasion.

Friday, September 25, is the quieter half of the visit. Before Xi departs from Joint Base Andrews, the Trumps will host him and Peng for a private tea at the White House and then escort the couple through the National Archives — which houses the United States' founding charters — as the country marks its 250th anniversary.

Xi's last state visit to the United States was in September 2015, during Barack Obama's presidency. Trump visited China in May of this year, as well as during his first term, for talks with Xi.

The diplomatic groundwork is already being laid before Xi lands. Treasury Secretary Scott Bessent is sitting down with Chinese Vice Premier He Lifeng in New York over the weekend, and U.S. Trade Representative Jamieson Greer will join those discussions on Sunday, according to Greer's office. He will lead a Chinese delegation to the U.S. from September 19 to 23 for economic and trade consultations, the country's Ministry of Commerce confirmed. A person familiar with the plans, speaking on condition of anonymity, said the talks could carry on at the working level into Monday.

On the substance, senior U.S. officials offered a careful preview. Washington and Beijing may be prepared to ease tariffs on a narrow band of non-strategic goods that would benefit both sides, officials said, though they did not elaborate. A trade truce reached in Busan, South Korea, last October and set to expire in November is also under consideration, the South China Morning Post reported.

Rare earth minerals, which Beijing has used as leverage in the broader trade dispute, will be discussed — but officials signaled the U.S. is not prepared to offer reduced export controls in exchange. A senior official, quoted by the South China Morning Post, said: 'China's performance in that respect has not been up to par of what we would expect, and that I'm sure will be a topic of discussion.'

Artificial intelligence is expected to be a major focus across both the pre-summit economic talks and the leaders' meeting itself. Officials also said Trump is expected to again raise the cases of Americans — and some non-U.S. nationals — whom Washington regards as wrongfully detained in China, and that sanctions on firms accused of helping Iran earn oil revenue 'will continue going forward.'

On fentanyl, officials said Washington wants Beijing to treat the flow of precursor chemicals to Mexican cartels as a systemic problem, not a matter of isolated arrests. 'We'd like to see much more systemic change,' a senior official said, according to the South China Morning Post.

On the question of Chinese investment in the U.S. auto market — which officials said could come up — a senior official indicated Trump would not compromise on national security rules that currently present hurdles to such investment.
